1Regulator and apex headquarters
The Reserve Bank of India, SEBI and NABARD are all headquartered in Mumbai. That cluster is the default for India's financial regulators, but two common exceptions sit outside it: SIDBI in Lucknow and IRDAI in Hyderabad. PFRDA is headquartered in New Delhi.
Mumbai is the financial-capital hub for the regulator trio; Lucknow and Hyderabad are the seats that break that default.
