National & International Organizations
UN bodies and other important world and Indian organizations with their headquarters and heads.
Seven concepts. Tier-1 GA on organizations almost never asks you to reason — it asks which city hosts which body, and the marks go to students who cluster headquarters instead of memorising two hundred isolated facts.

1The United Nations and its principal organs
The United Nations was established on 24 October 1945, after the Second World War, and its headquarters sits in New York. Most UN work runs through six principal organs, among them the General Assembly — where every member state has one vote — and the Security Council, which can authorise force. The principal judicial organ, the International Court of Justice, is the deliberate exception: it sits at The Hague in the Netherlands, not in New York.
Figure. UN headquarters and most principal organs sit in New York; the International Court of Justice is the deliberate exception at The Hague.
| Organ | Headquarters / seat |
|---|---|
| United Nations (overall) | New York, USA |
| General Assembly | New York, USA |
| Security Council | New York, USA |
| International Court of Justice | The Hague, Netherlands |
A dispute between two member states is referred to the UN's principal judicial organ. The panel will sit in
- New York, where the General Assembly and Security Council meet
- Geneva, where several UN specialized agencies are based
- The Hague, where the International Court of Justice is located
The ICJ settles legal disputes between states and is permanently seated at The Hague. New York hosts the political organs; Geneva hosts bodies such as WHO and the WTO, not the court.
2The Geneva headquarters cluster
Geneva, Switzerland, is the densest headquarters cluster in international affairs. WHO, WTO, WMO and WIPO share the initial W and all sit there; the International Labour Organization is in the same city even though its name breaks that letter pattern. The International Committee of the Red Cross is also headquartered in Geneva, even though it is not a UN agency. Health, labour, trade, weather and intellectual property agencies in this cluster share Geneva as headquarters.
Figure. Geneva headquarters cluster: WHO, WTO, WMO, WIPO, ILO and the ICRC all sit in one city — densest W-letter and labour/humanitarian hub in the syllabus.
| Organization | Domain |
|---|---|
| World Health Organization (WHO) | Global public health |
| World Trade Organization (WTO) | International trade rules |
| International Labour Organization (ILO) | Labour standards |
| World Meteorological Organization (WMO) | Weather and climate data |
| World Intellectual Property Organization (WIPO) | Patents and trademarks |
| International Committee of the Red Cross (ICRC) | Humanitarian protection |
An outbreak triggers coordination on disease surveillance and vaccine standards through the UN's health agency. Its headquarters is in
- Washington, D.C., alongside the IMF and World Bank
- Geneva, with the WTO and ILO
- Rome, where the Food and Agriculture Organization is based
Public-health coordination is WHO's mandate, and WHO sits in Geneva with WTO, ILO and the other agencies in that cluster. Washington hosts the Bretton Woods pair; Rome hosts FAO.
3The Washington, D.C. financial pair
The International Monetary Fund and the World Bank Group are both headquartered in Washington, D.C. — remember them as the Bretton Woods pair, named for the 1944 conference that designed the post-war financial order. The IMF focuses on monetary cooperation, exchange-rate stability and balance-of-payments support; the World Bank focuses on development lending and poverty reduction. They share a city but not a mandate: monetary cooperation versus development lending.
Figure. IMF and World Bank share Washington, D.C., but split mandates: monetary cooperation and balance-of-payments support versus development lending.
| Body | Primary role | Headquarters |
|---|---|---|
| International Monetary Fund (IMF) | Monetary cooperation and balance-of-payments support | Washington, D.C. |
| World Bank Group | Development lending and poverty reduction | Washington, D.C. |
A country facing a sudden currency crisis needs short-term balance-of-payments support. The institution most likely approached is headquartered in
- Geneva, at the World Trade Organization
- Washington, D.C., at the International Monetary Fund
- Washington, D.C., at the World Bank Group
Balance-of-payments and currency crises are IMF territory. The World Bank also sits in Washington but lends for long-run development projects, not emergency monetary support.
4Theme cities — Rome, Paris and Vienna
Several major bodies sit alone in a city whose theme matches their work, which makes elimination faster than brute recall. Rome hosts the Food and Agriculture Organization — food and Rome pair naturally. Paris hosts UNESCO, the UN agency for education, science and culture. Vienna hosts OPEC, the oil exporters' cartel. The organization's domain and the city's reputation often point to the same headquarters.
Figure. Theme cities: Rome–FAO (food), Paris–UNESCO (education/culture), Vienna–OPEC (oil). Domain and city reputation point to the same HQ.
| City | Organization | Theme link |
|---|---|---|
| Rome, Italy | Food and Agriculture Organization (FAO) | Global food and agriculture |
| Paris, France | UNESCO | Education, science and culture |
| Vienna, Austria | OPEC | Petroleum exporting countries |
| Lyon, France | Interpol | International police cooperation |
A question asks where UNESCO — the UN agency for education, science and culture — has its headquarters. The strongest elimination uses
- Paris, the cultural capital linked to education and the arts
- Rome, where the Food and Agriculture Organization sits
- Vienna, where OPEC coordinates oil policy
UNESCO's mandate matches Paris's cultural identity. Rome is FAO; Vienna is OPEC — both are common distractors in UNESCO stems.
5Regional groupings and their secretariats
Regional organizations carry their geography in the choice of secretariat city. SAARC — the South Asian Association for Regional Cooperation — has its secretariat in Kathmandu, a capital at the heart of South Asia. ASEAN sits in Jakarta, Indonesia. The European Union's main institutions are based in Brussels, Belgium. These are not random assignments: for geographic regional blocs, the secretariat city sits inside the region the grouping serves. OPEC is different — an exporters' cartel headquartered in Vienna, outside any single producing region.
Figure. Geographic blocs keep secretariats inside the region (SAARC Kathmandu, ASEAN Jakarta, EU Brussels). OPEC in Vienna is the out-of-region exporters' cartel exception.
| Grouping | Region served | Secretariat / HQ |
|---|---|---|
| SAARC | South Asia | Kathmandu, Nepal |
| ASEAN | Southeast Asia | Jakarta, Indonesia |
| European Union (main institutions) | Europe | Brussels, Belgium |
| OPEC | Oil-exporting states (not a geographic region) | Vienna, Austria — exception to the in-region rule |
An exam asks for the headquarters of the organization grouping India, Pakistan, Bangladesh and other South Asian states. The answer is
- Jakarta, where ASEAN coordinates Southeast Asia
- Kathmandu, where SAARC has its secretariat
- Brussels, where EU institutions are based
SAARC is the South Asian grouping and its secretariat is in Kathmandu. Jakarta is ASEAN; Brussels is the EU.
6Indian scientific and research organizations
India's major research bodies split cleanly by domain and city. ISRO — the Indian Space Research Organisation — is headquartered in Bengaluru, India's technology hub. DRDO, the Defence Research and Development Organisation, sits in New Delhi. BARC, the Bhabha Atomic Research Centre, is in Mumbai. CSIR, the Council of Scientific and Industrial Research, and ICMR, the Indian Council of Medical Research, are both headquartered in New Delhi. Space sits in Bengaluru, defence and council-level research in the capital, and atomic work in Mumbai.
Figure. Indian research by city: space (ISRO) in Bengaluru; defence and council science (DRDO, CSIR, ICMR) in New Delhi; atomic work (BARC) in Mumbai.
| Organization | Domain | Headquarters |
|---|---|---|
| ISRO | Space programme | Bengaluru |
| DRDO | Defence research | New Delhi |
| BARC | Atomic research | Mumbai |
| CSIR | Scientific and industrial research network | New Delhi |
| ICMR | Medical research | New Delhi |
A stem describes India's national space agency responsible for satellite launches and the Mars Orbiter Mission. Its headquarters is in
- New Delhi, where DRDO and CSIR are based
- Mumbai, where BARC conducts atomic research
- Bengaluru, where ISRO is headquartered
Satellite and space missions are ISRO's mandate, and ISRO sits in Bengaluru. New Delhi hosts DRDO and CSIR; Mumbai hosts BARC.
7Indian financial regulators in Mumbai
India's two headline financial regulators both sit in Mumbai, the country's commercial capital. The Reserve Bank of India is the central bank — it issues currency, holds bank reserves and sets monetary policy. SEBI, the Securities and Exchange Board of India, regulates the securities market and protects investors. Tier-1 papers love pairing them: both are in Mumbai, but one governs banking and money supply while the other governs stock exchanges and listed companies.
Figure. RBI and SEBI both sit in Mumbai: the central bank governs banking and money supply; SEBI governs securities markets and listed companies.
| Regulator | Role | Headquarters |
|---|---|---|
| Reserve Bank of India (RBI) | Central banking, currency, monetary policy | Mumbai |
| Securities and Exchange Board of India (SEBI) | Securities market regulation | Mumbai |
After a sharp fall on the stock exchange, the regulator asked listed companies to disclose price-sensitive information promptly. That regulator is
- The Reserve Bank of India, which sets the repo rate
- SEBI, which oversees securities markets
- The International Monetary Fund in Washington, D.C.
Listed companies and stock exchanges fall under SEBI. RBI governs banks and monetary policy; the IMF is an international body, not India's market regulator.

Exam traps & shortcuts
- Geneva is the 'W' hub - WHO, WTO, WMO, WIPO all sit in Geneva; group the 'W' bodies together.
- IMF and World Bank are twins in Washington, D.C. - remember them as the 'Bretton Woods pair'.
- Rome for food (FAO), Paris for education (UNESCO), Vienna for oil (OPEC) - link the city to the organization's theme.
- SAARC is in Kathmandu (a South Asian capital), which fits its South Asian membership.
